PURPOSE: to establish a temporary scheme for the restructuring of the sugar industry in the Community, by reason of the accession of Bulgaria and Romania to the European Union.
LEGISLATIVE ACT: Council Regulation (EC) No 2011/2006 adapting Regulation (EC) No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, Regulation (EC) No 318/2006 on the common organisation of the markets in the sugar sector and Regulation (EC) No 320/2006 establishing a temporary scheme for the restructuring of the sugar industry in the Community, by reason of the accession of Bulgaria and Romania to the European Union.
CONTENT: the Council adopted a regulation adapting the sugar reform regulations as well as the provisions on aid in the seed sector with a view to the accession of Bulgaria and Romania to the EU. This regulation incorporates the results of the accession negotiations with Bulgaria and Romania into the new sugar reform regulations and the new seed aid regulation, all of which were adopted after the conclusion of the accession negotiations.
More specifically, it aims to: i) insert Bulgaria and Romania in the list of countries benefiting from the production quota system for sugar, isoglucose and inulin syrup quotas, as well as traditional supply needs of sugar for refining; ii) introduce provisions on direct payments for Bulgaria and Romania; iii) adapt some dates on sugar to allow Bulgarian and Romanian participation in the common market; iv) add Bulgaria and Romania to the list of countries concerned by the seeds aid, by adapting Annex XIa of Regulation 1782/2003/EC.
ENTRY INTO FORCE: 01/01/2007 subject to the entry into force of the Treaty of Accession of Bulgaria and Romania.
