PURPOSE : to amend, as regards exceptions to the freezing of funds and ecnomic resources, Council Regulation 881/2002/EC on certain restrictive measures against certain persons and entities associated with the Usama Bin Laden, the Al-Qaida network.
COMMUNITY MEASURE : Council Regulation 561/2003/EC.
CONTENT : Council Regulation 881/2002/EC of 27 May 2002 provides for the freezing of funds and economic resources provided for by Common Position 2002/402/CFSP (Please refer to procedure reference CNS/2002/0059).
The freezing measures were imposed in conformity with Resolutions 1267(1999), 1333(2000) and 1390(2002) of the Security Council of the UN. By means of Resolution 1452(2002) of 20 December 2002, the Security Council decided that provision has to be made for certain exemptions and exceptions to the freezing of funds and economic resources.
It is for this reason that this Regulation intends to bring into line with the Common Position 2002/402/CFSP and the Resolutions to which it refers.
