2011 budget: all sections, first version
The Council completed its reading of the draft budget and adopted its position on 12 August 2010, making cuts to the Commission's proposals. The European Parliament then held its vote on the Council's position on the draft budget on 20 October 2010. As Parliament adopted amendments to the draft budget which could not be accepted by the Council, a Conciliation Committee was convened, in accordance with Article 314, paragraph 4(c) of the Treaty on the Functioning of the European Union (TFEU).
The Conciliation Committee worked over a period of 21 days, between 26 October 2010 and 15 November 2010. However, it was finally not possible to reconcile the positions of Parliament and Council within the time period allowed. Following the failure of the conciliation negotiations, the Commission was required to submit a new draft budget, in accordance with Article 314, paragraph 8 of the TFEU. This procedure file has now lapsed and the new draft budget is the subject of a separate new procedure file (see BUD/2010/2290).
