Intelligent transport systems in the field of road transport: period for adopting delegated acts
The Committee on Transport and Tourism adopted the report by Gesine MEISSNER (ALDE, DE) on the proposal for a decision of the European Parliament and of the Council amending Directive 2010/40/EU as regards the period for adopting delegated acts.
The committee recommended that the European Parliaments position, adopted at first reading under the ordinary legislative procedure, should amend the Commission proposal as follows:
Members stated that the Commission shall have the power to adopt delegated acts in respect of the specifications necessary to ensure the compatibility, interoperability and continuity for the deployment and operational use of Intelligent Transport Systems for the priority actions.
The power to adopt delegated acts shall be conferred on the Commission for a period of five years from 27 August 2017. This period shall be tacitly extended for periods of an identical duration, unless the European Parliament or the Council opposes such extension.
The delegation of power may be revoked at any time by the European Parliament or by the Council.
Before adopting a delegated act, the Commission shall consult experts designated by each Member State.
The Parliament and the Council shall have two months to express objections to a delegated act as from the notification of the act. This period shall be extended by two months at the initiative of the European Parliament or the Council.
The Commission shall update the working programme related to certain actions referred to under Directive 2010/40/EU (specifications required for priority actions), and before each subsequent five-year extension of the power to adopt delegated acts.
