The European Parliament decided to grant discharge to the Management Committee of the Office of the Body of European Regulators for Electronic Communications in respect of the implementation of the Offices budget for the financial year 2016, and to approve the closure of the accounts for the financial year in question.
Noting that the Court of Auditors has stated that it has obtained reasonable assurances that the agencys annual accounts for the financial year 2016 are reliable and that the underlying transactions are legal and regular, Parliament adopted by 554 votes to 32 with 7 abstentions, a resolution containing a series of recommendations, which form an integral part of the decision on discharge and which add to the general recommendations set out in the resolution on performance, financial management and control of EU agencies:
Offices financial statements: the final budget of the Office for the financial year 2016 was EUR 4 246 000, representing an increase of 5.69 % compared to 2016.
Members also made a series of observations regarding transfers, procurement, staff policy, the prevention and management of conflicts of interests and internal audits. They noted with appreciation that the Office organised an in-house training on ethical values, conflicts of interest, fraud prevention and whistleblowing. However, they were concerned about the gender imbalance (72% versus 28%) on the management board.
Lastly, Members noted that the average employment period in the Office was 2.58 years and staff turnover was high with 25 %. This situation affects the Offices efficiency and poses risks to the implementation of its work programmes. The possible reason for this is the salary correction coefficient applied for the host state (73 % as at 1 July 2016). The Office is called on to take actions to mitigate the risk and to properly tackle the issue of the retention of staff.
