The European Parliament decided to append the
following interpretation to Rule 149a(2) of the Rules of
Procedure:
- “The drafting or amendment of the title of a
resolution tabled to wind up a debate under Rules 123, 128 or 135
does not constitute a change to the agenda, provided that the title
remains within the scope of the subject being
debated.”
