The rapporteur, Mrs Virgin (EPP, S), stated that the report complemented the proposal put forward by the Commission, which had been made more effective by the amendments tabled. Commissioner Bjerregaard recalled that at first reading Parliament and the Commission had been in agreement on four amendments aimed in particular at extending the scope of the regulation in question. She therefore intended to retain the said amendments, even though they had not been taken over by the Council.
