Fourteen amendments were accepted by the Parliament. The Commission is prepared to accept eight amendments in their entirety and one amendment in principle. Five were not accepted, and in particular :
- an increase in funding to 850 million euro cannot be accepted, since it is not compatible with the financial perspective for Heading 3 of Part B of the Community budget, to which the Life instrument belongs;
- the requirement to submit proposals for a fourth phase of Life cannot be accepted as this would conflict with the Commission's right of initiative;
- the amendments relating to sustainable exploitation of surface and underground water and the reduction of greenhouse-effect atmospheric pollutants cannot be accepted, partly because these topics are already covered within the field of application of Life-Environment;
- the amendment concerning the transmission to other funding sources of projects for the conservation of sites that are not funded by Life-Nature or Life-Environment cannot be accepted. Each instrument has its own field of application and procedure.�
