Incineration of toxic and dangerous waste: rectification of legal basis

In adopting its report, the Committee on the Environment tabled a compromise amendment on dioxin and furan emissions.
The amendment, as approved by the Committee, states that, by 1 January 1997 at the latest, none of the average values measured over the sampling period, lasting a minimum of six and a maximum of eight hours, should exceed a ceiling of 0.1 ng/m3. Until that date, Member States would apply the said ceiling, at least as a guide value.
The Commission's proposal stated that every effort should be made to ensure that all average values measured during the sampling period, lasting a minimum of six and a maximum of sixteen hours, were at or below the guide value of 0.1 ng/m3.
At the first reading in December 1992, Parliament had referred Mr Florenz's report back to committee, because the Commission had declared in the House at that time that it could not accept the amendment adopted by Parliament, which referred to the setting of limit values for dioxin emissions.
