Importation and transit of live ungulate animals: animal health rules (amend. Directives 90/426/EEC, 92/65/EEC)

2003/0224(CNS)
The committee adopted the report by Avril DOYLE (EPP-ED, IRL) approving the proposal under the consultation procedure, subject to a few amendments. It wanted the scope of the directive to be enlarged so as to cover not only imports but also the transit of live ungulates in the Community. It was also concerned that Article 9 of the proposed directive allowed for certain derogations as regards imports from authorised third countries where certain diseases are present and/or vaccinations against those diseases are carried out. MEPs stipulated that such derogations should be made only on a case-by-case basis, so that the risk of importing diseases is not increased. Lastly, they introduced a new provision allowing the Commission to designate a Community Reference Laboratory for one or more of the equine diseases mentioned in Annex A.
