The committee adopted the report by Daniel VARELA SUANZES-CARPEGNA (PPE-DE, E) amending the proposal under the consultation procedure. The committee sought to increase from 50% to 100% the Community contribution towards the expenditure incurred by the Member States in assigning observers. It argued that the EU's participation in international fisheries organisations was an exclusive sphere of competence of the Community and that the cost of taking part in those organisations, including the cost of monitoring fisheries, should be borne by the Community's budget.�
