Common fisheries policy: control and inspection systems, Community financial contribution

The committee adopted the report by Salvador JOVÉ PÉREZ (EUL/NGL, E) amending the proposal under the consultation procedure. While fundamentally agreeing with the substance of the proposal, the committee believed that responsibility for control and surveillance within the regional fisheries organisations should lie entirely with the Community. For this reason it called for the costs of taking part in those organisations to be covered by the Community budget, including the costs of fisheries surveillance and controls. In addition, the committee incorporated into its report a number of amendments put forward by the Budgets Committee designed to amend the timetable envisaged by the Commission so as to give the Member States enough time to submit their annual expenditure forecast programmes. Lastly, the committee wanted to change the commitology procedure from a management to an advisory committee in line with Parliament's traditional position.�
