The proposal for a decision aimed to obtain approval by the Council, on behalf of the Community, of the Convention on the Protection and Use of Trans-Boundary Watercourses and International Lakes, adopted at Helsinki on 18 March 1992. This Convention had been drafted under the auspices of the United Nations Economic Commission for Europe by a working group on water problems, in which the Commission represented the Community. The objective of the Convention was to supply a framework for bilateral and multilateral projects to protect the aquatic environment, prevent and control the pollution of trans-boundary watercourses and ensure efficient use of the water resources of the Member States of the United Nations Economic Commission for Europe.
