Transport safety: transportable pressure equipment

1997/0011(SYN)
The basic aim of the proposal is to fill the two most blatant gaps in the rules on the manufacture, transport, marketing, use and maintenance of all transport pressure equipment in accordance with the requirements of Council Directives 94/55 and 96/49. The gaps concern safety and free movement in the internal market. The main points of the proposal include mutual recognition of inspections in the basis of criteria that take account of experience but also of a sufficient degree of independence of the bodies concerned. Many amendments from first reading have been incorporated in the common position. Therefore, the rapporteur has tabled only three amendments: on the possibility to defer the date of application of the directive for certain equipment , on emphasizing the Commission's monitoring role and on guaranteeing notified inspection bodies a right of control.
