The amended proposal incorporates five of the six amendments introduced by Parliament, particularly those which:
- added a reference to broadband networks;
- proposed that the text relating to EURO-ISDN should apply equally to applications software;
- extended the scope of the objectives to include countries other than the Member States (EEA countries and those which had concluded association agreements with the Community);
- concerned the introduction of the infrastructure required for the development of ISDN in accordance with Community rules and the needs of the market;
- introduced into the proposed measures the list of five basic services (plain file transfer, electronic mail and messaging services, generalized access to databases, videophony and facsimile group 4).
