The Commission accepted the eight amendments adopted by the European Parliament at second reading and incorporated them in its amended proposal. These amendments concerned:
- the reference to the universal service and broadband networks;
- an explicit reference to public and private sector applications;
- the distribution and availability of EURO-ISDN terminals and application software;
- cooperation with third countries;
- the definition of the list of "non-exhaustive" services;
- the addition of a new project of common interest relating to the specific needs of border regions;
- a pilot project in the Euro-Infocentres and the training of staff with regard to ISDN terminals
