OBJECTIVE: to finance the costs incurred by Member States on implementing action programmes to improve the structures of inspection services for EAGGF Guarantee Section expenditure or their effectiveness.
SUBSTANCE:
The proposal for a regulation stipulates that:
- The Community should contribute towards the costs incurred by Member States on implementing action programmes to improve the structures of inspection services or their effectiveness;
- The action programmes relate to the establishment or reorganisation of inspection services responsible for checking expenditure under the EAGGF Guarantee Section;
- The Member States shall submit to the Commission, by 1 July of the calendar year before the programmes are implemented, the action programmes requiring funding;
- The programmes may be multiannual and shall assess each year, if necessary, the current situation, the objectives to be met and the measures to be undertaken;
- After consulting the Fund Committee, the Commission shall, for each annual instalment for an action programme and taking account of the need for the actions proposed by the Member State, the difficulties it may encounter in financing them together with the progress of the action programme, set the rate of the Community financial contribution and the maximum amount of such contribution having regard to the appropriations available (it may be possible to charge the entirety of national expenditure to the Community budget);
- The financing provided for in the regulation may not be granted at the same time as other Community financing;
- Amounts expressed in ecus and in national currency shall be converted using the exchange rate in force on the first working day of the calendar year during which the annual programme concerned begins.
