OBJECTIVE: the proposal for a Council directive aims to lay down common principles governing the organisation of veterinary checks and the movement within the Community of products of animal origin from third countries.
CONTENT: since the entry into force of Directive 90/675/EEC, experience has been gained and developments have taken place with regard to its implementation which, together with reasons of transparency, make the following modifications necessary:
- for all products of animal origin imported from third countries, a single checking regime should be applied and all unnecessary provisions concerning bilateral agreements should be abolished;
- in the new system of veterinary checks, the separate identity check should be abolished since only a documentary and a physical check need to be carried out;
- for products arriving at the Community border without having the Community as a final destination, strict rules must ensure that these products leave the Community;
- measures need to be laid down for consignments which have been brought into the Community without being presented for veterinary checks and for the re-entry of Community consignments refused by a third country.
