OBJECTIVE: to extend by one year, for Austria, Finland, and Sweden, the period during which
transitional measures may be taken.
SUBSTANCE: Article 149, paragraph 1, of the Act of Accession of Austria, Sweden and Finland
makes provision for a period during which the Commission may adopt transitional measures to
facilitate the changeover from the existing agricultural regime in these three Member States to that
resulting from application of the common organization of markets (particularly where application
of the new measures, in the case of certain products, encounters substantial difficulties).
This period expires on 31 December 1997. Since difficulties remain or are likely to persist in certain
sectors, the Commission is proposing to extend this period by one year, until 31 December 1998.
As far as Austria is concerned, the transitional measures in question mainly concern the delimitation
of the wine-growing area for the application of certain oenological practices and treatments.
