In its opinion following Parliament's second reading, the Commission states that it has decided not
to incorporate any of the amendments adopted by Parliament. The Commission considers that the
amendments are either inappropriate (reference to the lack of progress made in the safety of
passenger transport): irrelevant (extension of the directive to under sea rail tunnels for the transport
of cars by rail) or redundant (amendment concerning the length of journeys). Consequently, the
Commission recommends rapid adoption of this proposal in line with the text of the Council common
position.
