Development cooperation: decentralized cooperation

In its re-examined proposal following Parliament's opinion at second reading, the Commission has incorporated in full or in part 12 of the 17 amendments adopted by Parliament. These amendments aim to: - redefine the aims of decentralised cooperation and the use of the budget heading, - delete the financial reference amount, - emphasise the Community character of aid, - ensure the partners in operations are clearly identified in the annual report to be forwarded to Parliament, - reduce the amount of information to be supplied by the Commission on operations undertaken and the results of evaluations, - delete the limit imposed by the Council on the period of application of the regulation. The Commission has not taken up the amendments advocating: - participation by Parliament in exchanges of views on the annual guidelines of the regulation, - the introduction of preferential treatment for applicants from the recipient country with regard to invitations to tender, - modification of the commitology procedure and of the ceiling of ECU 1 m for actions which must be subject to a committee decision. �
