Conservation of fishery resources: protection of juveniles of marine organisms

OBJECTIVE: to amend Regulation (EC) No 850/98 on the protection of juveniles of marine organisms in order to strengthen certain technical control measures. CONTENT: on 30 March 1998, the Council of Ministers adopted Council Regulation (EC) No 850/98 for the conservation of fishery resources through technical measures for the protection of juveniles of marine organisms. Annexes X and XI of this Regulation pertain to rules for the use of mesh size combinations and are, for the moment, for the record. The Regulation makes provision for a decision on the establishment of these rules by 4 May 1999. The precise aim of this proposal for an amendment is to establish these measures by linking the provisions made to new provisions which seek to guarantee effective control and enforcement of these rules. Provision has therefore been made to extend mandatory use of the logbook to include vessels that have hitherto been exempt from this obligation. This proposal also seeks to address the problem of transboundary fisheries. To ensure effective control and monitoring of fishing activities during any single fishing voyage in more than one region or geographical area within Community waters, it is also proposed to extend mandatory use of the logbook to include fishing vessels that have hitherto been exempt from this obligation. --- TECHNICAL INFO 23/11/1998 21/12/1998 CNS98807 EN DAF ----- ACTUAL TEXT OBJECTIVE: the collection of statistical information by the European Central Bank (ECB). COMMUNITY MEASURE: Council Regulation (EC) no. 2533/98 concerning the collection of statistical information by the European Central Bank. CONTENT: the Regulation concerns the way in which the definitions and procedures for the collection of statistical information should be structured so that the European Central Bank (ECB) has the ability and flexibility to avail itself in a timely manner of high-quality statistics which reflect changing economic and financial conditions and take account of the burden imposed on reporting agents. The main aspects of the Regulation adopted are: - reference reporting population; - modalities for the definition of statistical reporting requirements; - obligations of Member States; - regulatory powers of the ECB; - right of verification and compulsory collection of statistical information; - imposition of sanctions (fines from EUR 10 000 to a maximum of EUR 200 000, depending on the infringement); - confidentiality regime.
