In its opinion regarding the European Parliament's second reading, the Commission incorporates the four amendments approved by the Parliament. It has amended its proposal as follows:
- ERDF funding would also cover spatial planning aspects;
- the needs of island, landlocked and very remote regions would be taken into account in the financing of infrastructure contributing to the development of the trans-European networks;
- inclusion of job-creating tourism and cultural investment, already supported in practice, among the examples of areas that can be financed through ERDF contributions;
- the addition of a fourth Community Initiative to be financed by the ERDF, to encourage the economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN).
