Framework for the creation of the single European sky

The Council introduced some general changes relative to the Commission's proposal. These changes are both of form and substance. Even though the Council took a more conservative approach to reflect Member States' prerogatives under national defence policies and international obligations, these changes are acceptable because they would ensure the aims of the regulation were met.�
