OBJECTIVE: to define the guidelines to be adopted identifying the objectives, priorities, broad categories of measures and a number of projects of common interest with regard to the development of an Integrated Services Digital Network (ISDN) as a trans-European network.
COMMUNITY MEASURE: European Parliament and Council Decision 2717/95/EC.
SUBSTANCE:
* The main objectives as regards the development of the ISDN as a trans-European network and element of the infrastructure for the "universal service" are as follows:
- to establish a EURO-ISDN infrastructure comprising a minimum range of harmonised services;
- full geographical coverage by EURO-ISDN in all the Member States, in particular to facilitate access of the peripheral regions to modern communications.
* The priorities are as follows:
- to promote the use of EURO-ISDN, particularly by SMEs;
- to contribute to the rapid availability of affordable testing equipment;
- to promote access to less expensive terminal equipment and application software.
* The broad categories of measures are as follows:
- the elimination of obstacles to the deployment of EURO-ISDN;
- the promotion of end-to-end interoperability of telematic services;
- the migration of public and private sector applications to EURO-ISDN;
- the promotion of EURO-ISDN terminals and application software.
* The participation of third countries which are party to the Agreement on the European Economic Area or which have association agreements with the Community is highly desirable.
* In 1997, the Commission shall carry out an overall evaluation of the guidelines.
* The Decision shall enter into force on 14 December 1995.
