EAGGF Guarantee section, control of expenditure: member states' action programmes

OBJECTIVE: to finance the expenditure incurred by Member States in implementing action programmes aimed at improving the organization or effectiveness of checks on EAGGF Guarantee Section expenditure. COMMUNITY MEASURE: Council Regulation (EC) No 723/97 on the implementation of Member States' action programmes on control of EAGGF Guarantee Section expenditure. SUBSTANCE: under the Regulation, the Community is to contribute part of the cost of new action programmes, multi-annual or otherwise, designed to alter or improve the Member States' monitoring machinery, without exceeding the annual appropriations approved by the budgetary authority (estimated at ECU 15 m a year for five years beginning in 1997). The measures to be implemented may relate to the initial costs incurred in setting up monitoring departments or to the reorganization of those departments, including the redeployment, recruitment, or travel of inspectors, the purchase or rental of equipment necessary to carry out checks, the organization of training periods and information exercises, or any other appropriate activity. The rate of the Community contribution is equal to 50% of the payments made by Member States in connection with the financial year concerned. The Commission will make its first report to the Council on the implementation of the Regulation at the end of its fifth year in force. ENTRY INTO FORCE: 02/05/1997. �
