In June 2006, the Commission forwarded a Preliminary Draft Amending Budget (PDAB) No.4/2006. This PDAB proposes:
1) a revision of i) Traditional Own Resources (TOR) – i.e. customs duties, agricultural duties and sugar levies, ii) VAT and iii) GNI bases as well as the budgeting of certain UK corrections (i.e. the first update of the 2005 UK correction, the second update of the 2004 UK correction and the definitive amount of the 2002 UK correction) as well as their financing.
The revision would result in a change in the redistribution between the Member States of their own resource contributions to the EU budget.
2) to enter a surplus from the Guarantee Fund for external measures in the general budget at 31 December 2005. The surplus amounts to EUR 92 730 000. The contributions from the Member States’ own resources, based on GNI, have been reduced accordingly.
In July 2006, the Council established “Draft Amending Budget No. 4 for the financial year 2006” as submitted by the Commission in its PDAB No. 4 and as set out in the technical annex.
