General review of the Rules of Procedure

The Committee on Constitutional Affairs adopted the report drawn up by Richard CORBETT (PES, UK) on the general revision of Parliament's Rules of Procedure, proposing to introduce a number of amendments to Parliament’s Rules of Procedure.

The proposed amendments and additions cover the following points in particular:

  • Observers;
  • Intergroups;
  • Procedure with joint committee meetings;
  • Interinstitutional negotiations in legislative procedures;
  • Requirements for the drafting of legislative acts;
  • Signature of adopted acts;
  • Allocation of speaking time and list of speakers;
  • Final vote;
  • Texts adopted;
  • Setting up of special committees;
  • Committee coordinators and shadow rapporteurs.

The Committee on Constitutional Affairs also proposes to insert the Code of Conduct for negotiating codecision files, as approved by its Conference of Presidents on 18 September 2008, into its Rules of Procedure as Annex XVIe.

The amendments should enter into force on the first day of the seventh parliamentary term.
