EC/Jordan agreement: Euro-Mediterranean association agreement following the accession of Bulgaria and Romania. Protocol

PURPOSE: to conclude a Protocol to the Euro-Mediterranean Agreement establishing an Association between the European Communities and their Member States, of the one part, and Jordan, of the other part, to take account of the accession of Bulgaria and Romania to the European Union.

NON-LEGISLATIVE ACT: Council Decision (EU) 2019/477 on the conclusion of a Protocol to the Euro-Mediterranean Agreement establishing an Association between the European Communities and their Member States, of the one part, and the Hashemite Kingdom of Jordan, of the other part, to take account of the accession of the Republic of Bulgaria and Romania to the European Union.

CONTENT: the Council decided to approve, on behalf of the European Union and its Member States, a Protocol to the Euro-Mediterranean Association Agreement between the European Communities and their Member States, of the one part, and the Hashemite Kingdom of Jordan, of the other part, to take into account the accession of Bulgaria and Romania to the European Union.

The European Communities and their Member States, of the one part, and Jordan, of the other part, concluded a Euro-Mediterranean Association Agreement before the enlargement of the Union to Bulgaria and Romania, i.e. before 1 January 2007.

It is therefore necessary to add a new Protocol to the Euro-Mediterranean Agreement to take account of the accession of these two new Member States to the original Agreement, in accordance with Article 6(2) of the Act of Accession annexed to the Treaty of Accession of 25 April 2005.

The Protocol was signed on behalf of the European Community and its Member States on 30 November 2009, subject to its conclusion.

The most important provision of the Protocol concerns the accession of the new Member States to the EU-Jordan Association Agreement and the addition of the new official languages of the European Union. Following the entry into force of the Lisbon Treaty on 1 December 2009, the European Union replaces and succeeds the European Community.
