Taking account of the legislative amendments made to Council Directive 70/458/EEC since the Commission's initial proposal of 11 December 1995 on the marketing of vegetable seed and the codified amended proposal from 3 September 1998 as well as the results of the work already carried out in the Council, the Commission has decided to present a second codified amended proposal of this proposed Directive.�
