The proposed regulation seeks to grant accurate and reliable certification with a view to safeguarding public and animal health and protecting animal welfare, and consequently ensuring the smooth functioning of the internal market in live animals and animal products. The regulation applies to all certifications required by veterinary legislation and lays down rules in respect of the obligations of certifying officers and competent authorities. It is particularly necessary to apply appropriate penalties in the case of false or misleading certification and to take measures to prevent any new misleading certification.
