The European Parliament has approved the recommendation by Reino PAASILINNA (PES, FIN) with the compromises proposed by the largest political groups and the Belgian Presidency. (Please refer to the previous text).
In addition, another issue concerned the right to appeal. The compromise gives all network/service providers the right to appeal against the decision of the NRA to an appeal body, which may be a court, that is independent of the parties involved and has the appropriate expertise available to it to enable it to carry out its functions. Pending the outcome of any such appeal, the decision of the national regulatory authority would stand, unless the appeal body decided otherwise.
Parliament also adopted an amendment on the development of digital television. Article 16 strikes a balance between consumer interests and investments already made, with a clear focus on the final goal of a standardised, interoperable and open system for digital TV services in the European Union, regardless of the transmission mode and hence technologically neutral. In addition to the changes to the common position, the House adopted an amendments to the legislative resolution, calling on the Commission to communicate to the European Parliament as soon as possible the concrete steps the Commission will take to ensure the rapid adoption of the Multimedia Home Platform as the open, single European standard for interactive digital television services.�
