This proposal sought to fix at Community level the principles governing the organisation of official inspections in the field of animal nutrition. It centred on the following principles:
- coverage of all products and substances used in animal nutrition;
- introduction of certain general principles (equivalent, consistent and proportional inspections);
- systematic random documentary and identity checks on products from third countries entering the Community;
- more rigorous inspections at the place of origin and the organisation of checks at the place of destination within the framework of intra-Community trade;
- establishing cooperation amongst Member States in cases where an offence has been committed, and the introduction of inspections on agricultural premises;
- steps to be taken following checks, settlement of disputes and system of safeguards;
- recommendation of monitoring programmes coordinated at Community level, free choice for Member States of the practical methods they use to implement them.
