The committee adopted the recommendation for 2nd reading (codecision procedure) by Gilles SAVARY (PES, F) approving the common position of the Council. As many of Parliament's amendments at first reading had been incorporated into the Council's text either fully or partially, the committee felt that the outcome of this legislative process had been a success and that plenary should therefore approve the common position.�
